1. Reformation
Reforming a convicted felon involves showing the inmate there are alternatives to criminal behavior. Inmates are expected to live a crime-free life when they're released from confinement. Before the inmate is released, the parole officer assists the inmate in creating a plan that helps ensure their survival in society. The plan created covers all aspects of living in society and showing the inmate how to be a productive, law-abiding citizen.
Rehabilitating an inmate shows them how to function in society and live a useful life. This includes helping them in their search for employment, which can be difficult. Resources are available to parole officers that help the inmate in establishing a residence. Budgeting, planning and finances are a major part of rehabilitation. The inmate may not have handled money for years or may have no concept of being self-sufficient.
Parole is also used to prevent the continued incarceration of an inmate who will more than likely not commit any further criminal acts. An inmate in this case has made such substantial progress in reforming that the parole board believes they can live crime-free. This would apply to an inmate whose incarceration was so traumatic that they never want to return to a prison and will do everything possible to ensure they don't.
Protecting society from the criminal acts of repeat offenders is an important part of parole. If the parole board sees no evidence of reform, parole will be denied. An inmate who has repeatedly been written up for infractions inside the prison shows they are not willing to change.
