The total annual enrollment (in millions) in U.S. elementary and secondary schools for the years 1975-1996 can be modeled by E(x) = 0.055x2 - 1.17x + 50.632, where x = 0 corresponds to 1975, x = 1 corresponds to 1976, and so on. For this period, in what year was enrollment the lowest? (Hint: Round down to the nearest whole year.)
