Although its value is widely recognized, formal evaluation of training and other HRD interventions is frequently not done or done only at Kirkpatrick’s lowest level. Discuss at least two reasons that evaluation might not be widely practiced and why higher levels are even more rarely done. How would you try to convince an organization that evaluation was worth the effort and that level three and four evaluations should be done much more often?
