The custody, or security of prisoners is a top priority when compared to treatment and rehabilitation. What do you think are the advantages and disadvantages of treatment versus custody? Do you believe the low priority of rehabilitation for prisoners is justified when compared to the high priority of prison security? Explain your rationale.
