Another reason for the slow participation of the government in dealing with this issue could be the fact that putting strict policies in place may impede short term revenue earned from foreign trade. As many of its industries rely upon international trade in order to benefit from economies of scale this would not only be opposed by larger companies within these industries, but also affect the governments revenue.
In order to combat the dangerous levels of pollution I would take immediate action to lessen the current pollution rates, and devise long term solutions that would benefit the population, the economy, and the global environment. The government should put policies and laws in place which prevent factories from pumping dangerous levels of toxins in to the air. Factories should be inspected by an independent pollution specialist who will notify factories who are exceeding the set limit of pollution per day, and any companies found to be breaking this policy will immediately be fined. Fines will be issued for each act of pollution that a company has been seen to commit. Fines will be used to fund the specialist units, used to build water purifiers which will help to limit the pollutants effect on the crops, to clean the soot and ash from the streets, disposing of it properly, and to produce an effective campaign to educate the population on the dangers of breathing in the harmful air. Target rates of reduction will initially be set, which all firms must comply to. This will be decreased in stages over each industry, with the worst affected seeing the largest reductions in allowable pollutants. Targets will be set and monitored by an independent review team. Governmental factories and plants will be included in the effort to ensure they are setting a good example for others. The government should use renewable resources where possible to generate power and ensure each of its plants are hitting its targets consistently.

Although it would be great if there could be a global warming mitigation plan that could apply globally, but considering that each plan must tailor itself to its own needs of the nation and economy, this simply wouldnt be effective. Thus, my plan focuses more on what to do nationally, hopefully leading as an example to the rest of the world to catch up with the times that something definitely needs to be soon.
My plan for the complex and difficult nature of problems and issues requires a comprehensive plan of management of sources that contribute to the global warming greenhouse effect, innovative technology, and a program system to manage these processes. Global warming management requires a relationship between businesses, civil society and governments; none of these divisions can individually deliver a solution on their own.
First and foremost, research should be conducted in identifying the effects of global warming within the United States as a nation, and essentially recognize the potential sources for such effects. Accessing environmental Web sites and journals and documenting the sources can establish a task of targeting these sources. Interviews of environmental scientists and educators can be conducted in regards to both environmental and humanity effects of global warming. I approximate that this research can extend from a period of anywhere from one to three months, depending on the amount and quality of knowledge collected.
Thus, once the proper information has been collected, there are possible courses of action I want to see implemented within the nation.
A Carbon Tax is the most uncomplicated system to pursue because CO2 emissions are continuing to threaten the Earths future, this tax uses the knowledge and tools that would, practically speaking, allow for those who are contributing to the emissions pay and non-polluters arent subjected to this. (Chavas, 2006) It is the fairest method, I believe, would work. Thus, those who are filling up their automobiles gas tanks have to pay a tax on that gasoline because the tax would go directly towards the cost it would take to clean the emissions for the contribution you are liable for.
The technology exists and is available to capture emissions and transfer them to an alternate source although it is being implemented in some areas, it is not occurring on as great of a scale ...

In order for the plan to really have an effect on the increasing water pollution problem our world faces, the government must proceed fully and openly, society must become aware and tolerance levels should rise, and the global economy as a whole should take proper action in ensuring the reduction of water pollution. Otherwise, water pollution can bring about water-borne infectious diseases, which contains a very serious health risk behind it.
What are the benefits of this new sustainment and mitigation plan? It involves conserving water and cleaning up the already polluted waters as a result of the human footprint imprinted upon these troubling times. The only challenge of this program is its prohibitive costs. Thus, it may allow for many undeveloped countries to find this plan difficult to adopt. However, since water pollution is a strong, serious environmental problem, these plans must be implemented in preventing pollution through treatment of wastes and pollutants. Funds are not necessarily the biggest issue, because although these smaller countries may be temporarily troubled by it, the necessary funds will be acquired somehow, either through the economy and urbanization or even donations from larger, developed countries. The biggest drawback to this mitigation plan that has affected others is the compliance to this plan from a lack of regulation. The technical feasibility and economic reasonableness of obeying and fulfilling this plan may prove to be a challenge. However, with the right motivation and enforcement of the laws and regulations, this can be achieved and accomplished.
What are these diseases and how do they transpire about? Waterborne diseases are born through the means of disease-causing microorganisms contained in water such as pathogens, viruses and protozoa. These pollutants enter waterways through untreated sewage, storm drains, septic tanks, runoff from farms, and particularly boats that dump sewage. (Krantz and Kifferstein) These include typhoid, intestinal parasites, diarrhea and amoebiasis, giardiasis, ascariasis, and hookworms. Polluted beach water can cause rashes, earaches, pink eye, respiratory infections, hepatitis, encephalitis, gastroenteritis, diarrhea, vomiting, and stomach aches.

With the rapid growth of people in todays society in addition to a rising living standard in much of the developing world, it is no wonder why we as a planet are consuming more fossil fuels now more than ever. As a matter of fact, the worlds consumption rate of natural resources has grown even faster than the human population since 1950. (Holechek 2001) At the same time, some people question whether the fact that we are consuming more fossil fuels in todays society is because of the growing human population, or is it because some countries are consuming more then their fair share of the earths resources. The richest seven nations (USA, Canada, Great Britain, France, Germany, Japan, Italy) have only 10% of the worlds population but annually account for 40% of the consumption of fossil fuels. (Holechek 2001)
In order to provide for the growing population, industrial, commercial, and agricultural growth must follow suit. More people means we need more food, more homes, more transportation, more buildings, etc. The problem is that all these things currently rely significantly on fossil fuels to generate the energy for use and production. Furthermore, according to the United States Department of Energy (n.d.) it is likely that the nations reliance on fossil fuels to power an expanding economy will actually increase over at least the next two decades even with aggressive development and deployment of new renewable and nuclear technologies.
For the reason that the world is not going to stop depending on fossil fuels to fuel our economy any time in the very near future, we must have a plan to combat any negative impacts that may occur if our supply of fossil fuel diminishes. The United States Department of Energys Office of Fossil Energy has a few programs in place to reduce these effects. One program in place is maintaining the Strategic Petroleum Reserve and the Northeast Home Heating Oil Reserve. These two emergency stockpiles of crude oil and heating oil may be used in the event of an economic emergency if ordered by the President to be released into the market.
